(a) The Secretary of the Department of Agriculture may withdraw or otherwise deny inspection under this subchapter with respect to any official establishment for a period the secretary deems necessary to effectuate the purposes of this subchapter for any violation of this subchapter or any requirements of this subchapter by the operation of the official establishment.
(b)(1) However, before a withdrawal or denial of inspection is ordered, the secretary shall give the affected official establishment an opportunity for a hearing at which the official establishment may present evidence that the official establishment has not violated this subchapter or any requirements of this subchapter.
(2) The hearing shall be held after notice to the official establishment in the manner the secretary determines by rule.
