(A) Criteria for grant applications and awards;

(B) Oversight of all grant expenditures;

(C) Criteria for reporting and maintaining all grant moneys and expenditures; and

(D) Criteria for the review of grant awards and expenditures to prevent misuse or abuse of grant money.
