Registration fees shall be established by the Arkansas Natural Resources Commission subject to the following limitations:
(1) The registration fee for professional soil classifiers shall be in an amount of not less than twenty dollars ($20.00) nor more than one hundred dollars ($100);
(2) The registration fee for soil classifier-in-training certification or enrollment shall be established by the commission in an amount not less than ten dollars ($10.00) nor more than fifty dollars ($50.00); and
(3) Should the commission deny the issuance of a certificate to an applicant, the fee paid may be retained as an application fee.
