Upon application therefor and the payment of a fee set by the Arkansas Forestry Commission, the commission may issue a certificate of registration as a registered forester in Arkansas to any qualified person of any state of the United States or its possessions, or Canada, provided that:
(1) The person is a legally registered forester or the equivalent in the person's own state or province and has submitted evidence satisfactory to the commission that the person is so registered and that the requirements therein are substantially equivalent to the requirements of registration under this chapter; and
(2) The state in which the person is so registered will accept the certificates of registration issued by the commission on a reciprocal basis.
