The purpose of this subchapter is to outline a workforce development plan for Arkansas and to comply with the Workforce Innovation and Opportunity Act, Pub. L. No. 113-128, 1 by increasing access for Arkansans, particularly those individuals with barriers to employment, to opportunities for employment, education, training, and the support services they need to succeed in the labor market through alignment of workforce development, education, and economic development systems in support of a comprehensive, accessible, and high-quality workforce development system in the state to better address the employment and skill needs of workers, jobseekers, and employers, and, as a result, ensure family-sustaining wages for individuals and economic growth for communities, regions, and the global competitiveness of the state.
