(a)(1) The chair of the commission for each biennial period shall be the member whose term first expires.
(2) The member of the commission whose term shall next expire shall serve as chair during the last two (2) years of his or her term.
(b) The chair shall preside over all meetings of the commission and be its executive officer.
(c) In the absence of the chair, the board shall elect one (1) of its number to act instead of the chair during the absence of the chair.
