(a) Pollution control facilities are legislatively determined to be essential to the securing and developing of industry and essential to the health, safety, and physical and economic welfare of the people of this state.
(b) The availability of permanent financing for pollution control facilities on favorable terms is necessary in the case of new and existing projects so that the people may obtain the benefits of additional jobs and payrolls, in the case of new projects, and may retain and, where applicable, expand jobs and payrolls which might otherwise be lost, in the case of existing projects. This chapter is in implementation of Arkansas Constitution, Amendment 49, and is necessary for the full accomplishment and realization of the public purposes contemplated by the people in adopting Arkansas Constitution, Amendment 49.
