(a)(1) The county judge may promulgate reasonable and necessary administrative rules and regulations, after notice and hearing thereon, for the administration and conduct of the various laws and programs to be administered by the judge in his or her capacity as the chief executive officer of the county.
(2) These administrative rules and regulations shall be consistent with the state laws relating to the administration of county affairs by the county judge and the appropriate ordinances enacted by the quorum court.
(b) The administrative rules and regulations promulgated by the county judge in the performance of his or her executive functions shall not be applicable to the conduct of county business which is within the jurisdiction of the county court.
