(a) The commissioners, engineers, and contractors engaged in drainage work have the right to pass, with their equipment, over all the lands of the district, being liable to the owner for any damage done thereto.
(b) Any owner who prevents the passage over his or her land is guilty of a violation and upon conviction shall be fined one hundred dollars ($100) for each day that he or she prevents the passage.
