(a) During an emergency operation, the Secretary of the Department of Public Safety may authorize the Division of Arkansas State Police to:
(1) Incur expenses for all personnel of the division deployed to assist in the emergency operation; and
(2)(A) Purchase food, drinks, and other essential items during the emergency operation.
(B) Purchases described under subdivision (a)(2)(A) of this section shall use funds from the maintenance and operations classification in the division's operative appropriation act.
(b) An officer employed by the division shall have the authority in case of emergency to call upon and deputize any reputable citizen of the state for assistance whenever it is deemed necessary for the proper enforcement of the law.
