(a) An applicant who fulfills the requirements set out by the board shall be awarded a certificate of registration authorizing the holder to offer or perform services or work for the public, or to certify or sign documents. Certificates of registration shall be designed as determined by the board.
(b) The certificate of registration is prima facie evidence that the person named in it is entitled to all rights and privileges of a professional architect, professional engineer, professional land surveyor, or professional landscape architect while the certificate remains unrevoked or unexpired.
