It is the policy of the state that controlling the manufacture, distribution, barter, possession, and sale of alcoholic beverages in the state is necessary to promote the health and safety of the people of the state. It is the purpose of this title to carry out the state's policy in the public interest. The legislature finds that observance of this title, regulations adopted by the board, and other applicable laws, local ordinances, and regulations is in the interest of the public, people holding licenses or permits under this title, and the alcoholic beverage industry in general.
