(a) After commencement of design and construction of the project and until completion, the department of economic planning and development [economic development and stabilization board] shall approve expenditures for project engineering and construction. The city of Cheyenne shall provide to the director of the department of economic planning and development [chairman of the economic development and stabilization board] monthly progress reports confirming that the construction, design and specifications for the project are being followed and complied with.
(b) The state engineer shall conduct a study based on records available from prior years and actual measurements to determine the level of water at the Dixon measuring station required to satisfy water rights senior to the rights of the city of Cheyenne. He shall use the results of this study to aid in the regulation of the Little Snake River drainage provided that the result does not give junior rights priority over senior rights.
