The individual-based/portable background check clearance account is created in the custody of the state treasurer. All fees collected pursuant to RCW 43.216.270 and 43.216.272 must be deposited in the account. Expenditures from the account may be made only for development and administration, and implementation of the individual-based/portable background check registry established in RCW 43.216.271. Only the secretary or the secretary's designee may authorize expenditures from the account. The account is subject to allotment procedures under chapter 43.88 RCW, but an appropriation is not required for expenditures.
