(a) There shall be a City Council consisting of five members.
(b) Three members shall have terms of office of three years; two members shall have terms of office of two years.
(c) All present selectmen shall serve as councilmen until the expiration of their terms and their successors have been duly elected and have qualified.
(d) All councilmen shall be elected at large, and shall hold no other City or School District office except as provided otherwise in this charter.
