When the commander in chief calls out the national guard of the state pursuant to the requisition of the president of the United States, he or she is hereby authorized to provide for such national guard at the expense of the state, all necessary food, uniforms, arms, equipments, 1 clothing, vehicles, camp equipage, and means of transporting such force into the service of the United States.
