(1) The executive director shall appoint an advisory council to advise and assist
the division, the office, and the department in matters relating to the needs of and
provision of services to individuals who are blind or have visual impairments.
(2) At least one-half of the members of the council shall be individuals who are blind
or have visual impairments.
(3) A member of the council may not receive compensation or benefits for the member's
service, but may receive per diem and travel expenses in accordance with:
