An order or resolution authorizing the issuance of district bonds may contain any covenant the board considers necessary to ensure:
(1) the creation and maintenance of proper reserves; and
(2) the payment of the principal of and interest on the bonds. (Acts 53rd Leg., R.S., Ch. 198, Sec. 5 (part).)
