The board may contract with any lessee of the district's hospitals or any other person to provide hospital care to needy district inhabitants for the payments and terms and under the conditions the board considers to be in the district's best interests. (Acts 62nd Leg., R.S., Ch. 848, Sec. 4(c) (part).)
