(a) A loan or interest statute of this state, other than Chapter 303, does not apply to a retail installment transaction.
(b) Except as provided by this chapter, an applicable statute, including Title 1, Business & Commerce Code, 1 or a principle of common law continues to apply to a retail installment transaction unless it is displaced by this chapter.
