(a) Every general rule, regulation, and order of the director shall be posted for public inspection in the main aeronautics office of the director at least five (5) days before it becomes effective, and shall be given any further publicity, by advertisement in a newspaper or otherwise, as the director deems advisable.
(b) Every order applying only to a particular person or persons named in it shall be mailed to, or served upon, that person or persons.
(c) Every rule, regulation, and order, general or otherwise, adopted by the director shall be kept on file with the secretary of state.
