Any county in the exercise of any of the powers, authorities and duties, provided in this article, may appropriate and pay out of the general county funds all moneys necessary for said purposes, and may levy, assess and collect taxes for the purposes aforesaid on all real and personal property within the county, and taxable for county purposes, in addition to all other taxes.
