Subject to amounts expressly appropriated therefor, the commissioner is authorized to award grants to applicants approved by the department for the Alzheimer's Community Assistance Program (ACAP) which is hereby established within the department. Applicants shall be limited to not-for-profit corporations which have as their primary purpose providing family intervention services related to Alzheimer's disease, which are designed to postpone or prevent nursing home placements on a statewide basis.
