All of the following are not required to obtain a license under this chapter or comply with any other requirements of this chapter and rules adopted under it:
(A) Medical kennels for dogs;
(B) Research kennels for dogs;
(C) Animal shelters for dogs that are operated by a municipal corporation or by a county under Chapter 955. of the Revised Code;
(D) Animal shelters for dogs that are operated by a humane society;
(E) Veterinarians that provide clinical care and are not engaged in the practice of dog breeding.
