Ohio Revised Code Title I. State Government § 111.28

(A) There is hereby created in the state treasury the help America vote act (HAVA) fund.  All moneys received by the secretary of state from the United States election assistance commission shall be credited to the fund.  The secretary of state shall use the moneys credited to the fund for activities conducted pursuant to the “Help America Vote Act of 2002,” Pub. L. No. 107-252, 116 Stat. 1666.  All investment earnings of the fund shall be credited to the fund.

(B) There is hereby created in the state treasury the miscellaneous federal grants fund.  All moneys the secretary of state receives as grants from federal sources that are not otherwise designated shall be credited to the fund.  The secretary of state shall use the moneys credited to the fund for the purposes and activities required by the applicable federal grant agreements.  All investment earnings of the fund shall be credited to the fund.
