The commissioner shall keep adequate records of the amount of the payments made by the state in connection with each contract concerning a municipal project authorized by this article and the amount of the federal assistance actually received for such municipal project. Such records shall be retained so as to establish a basis for application by the commissioner for reimbursement to the state of payments made by the state in excess of the recalculated state share of the project cost.
