Whenever the Department determines that beaver or otter are doing damage and that it will be necessary to remove beaver or otter from the land of a person to protect the lands of another landowner, the Department is not prevented from taking such beaver or otter by the refusal of the landowner to allow the employees of the Department to enter upon the land of the landowner. The Department is authorized to enter upon the lands of such owner and remove beaver or otter for the relief of other landowners and the protection of the public welfare.
