Sec. 4.  The state shall not enter into a contract with an employer unless the contract contains a clause providing that the state may void the contract if the name of the employer, or the name of a subcontractor, manufacturer, or supplier of the employer, subsequently appears in the register compiled pursuant to section 2.  1
