The commission may make such agreements with any railroad corporation as may be necessary to secure or facilitate the laying out, extension, construction and maintenance of a boulevard under the care or control of the commission across railroad lands or locations, and to indemnify such railroad corporation against any claims for damages to persons or property, arising out of such laying out, extension, construction and maintenance.
