The director of accounts and reports shall draw warrants on the state treasurer in favor of the several county treasurers on the dates and in the amounts appropriated and apportioned to the several counties as provided in K.S.A. 79-2959 and amendments thereto. Each such warrant shall be paid directly by the state treasurer to the county treasurer of the county in whose favor it is drawn.
