The director, in the enforcement of this article, shall have all of the powers granted in the “Workers' Compensation Act of Colorado”, and any insurance carrier or self-insurer violating any of the provisions of this article, or failing to pay the tax imposed in this article, is guilty of violation of said act and subject to the penalties therein prescribed.
