Any land reclamation or improvement conducted by the owner of lands pursuant to the provisions of this subchapter shall be strictly on a voluntary basis. The reclamation or improvement shall not subject the lands or the owner to the provisions of the Arkansas Open-Cut Land Reclamation Act of 1977 or any other reclamation laws of this state.
