The county engineer shall submit a prioritized list based on density of development, as determined by a check of the records in the office of the county tax assessor, of those roads which have been submitted by petition to the county commission. The list shall be submitted to the commission for acceptance on or prior to the last day of March. The county engineer shall submit a report on the number of miles of county maintained dirt roads graded, drained, based, and paved by the county in the unincorporated areas of the county during the preceding calendar year. This report shall be by commission district. The county commission shall select the appropriate number of miles in each commission district for that year's program from the prioritized listing submitted by the county engineer.
