The commissioner shall deposit the application fees collected under this article into the State Treasury, which shall be appropriated as follows:
(1) A minimum of twenty-five dollars ($25) or 10 percent, whichever is greater, of the application fee shall be appropriated to the General Fund of the state.
(2) The remaining amount shall be continuously appropriated to the department for the inspection, issuance, and enforcement of the licensing requirements under this article.
