[Amendment 31, Acts 1935, p. 1162, authorized the City of Attalla to levy an ad valorem tax of 1% after a referendum. That provision has been superceded by Amendment 56 [§ 216.04] which allows any municipality whose ad valorem tax rate is less than 1 1/4 % to levy an ad valorem tax of 1 1/2 % after a referendum.]
